For years, Mangaung residents have raised concerns over safety issues at the abandoned historic Klein Magasa Hall in the heart of Batho location.
Frustrated residents say the once-significant heritage site has deteriorated into a hotspot for criminal activity and illegal dumping. The Mangaung Metropolitan Municipality (MMM) has acknowledged the ongoing concerns surrounding the building.
Acting General Manager of Communications, Nicolette Maysiels, confirmed that the municipality is aware of the risks posed by the structure. However, she said it has not yet been secured or repurposed due to a combination of administrative, technical and financial constraints. These challenges, she noted, have previously been acknowledged during council oversight processes.
Addressing why no action was taken earlier despite repeated complaints from residents, Maysiels explained that earlier planning and feasibility assessments are now outdated and no longer reflect the current scope and cost of the required work, as the building’s condition has deteriorated over time. “A revised technical assessment will need to be conducted before the project can proceed,” she explained.
She further emphasised the building’s heritage status, saying, “Klein Magasa is a structure that bears heritage significance, therefore compliance with heritage legislation and consultations with the relevant heritage authorities are key, before any refurbishment or repurposing process can commence.”
Maysiels said the municipality’s long-term plan is to redevelop the building into a community hall, restoring its original purpose as a social assembly point. Designs for the redevelopment have already been commissioned. However, due to financial constraints, the project is currently not budgeted for. She said, “To this end the municipality commissioned designs to fulfil the objective of the redesign. Currently, due to financial constraints, the project is not budgeted for currently but the matter is being looked into.”
She added that MMM actively exploring alternative funding sources and partnerships to advance the project. Although no specific timeframes have been provided for immediate intervention, the metro reaffirmed its commitment to addressing the matter in a way that ensures public safety, regulatory compliance and long-term community benefit.
