With the rise of online rental scams, real estate agencies are cautioning accommodation seekers, both students and the working-class, to be observant.
Property practitioners and owners are noting that scam artists are unlawfully copying property images and advertising fake listings. Pelser commercial real estate agent Edwin Turton says they are increasingly implementing measures to protect prospective tenants with the Protection of Personal Information Act 4 of 2013 (Popia) and the Promotion of Access to Information Act 2 of 2000 (Paia). Popia regulates the protection of personal information, while Paia provides a framework for access to certain information held by public and private bodies.
“While these acts regulate the protection of personal information as well as access to information, the rapid advancement of digital tools makes it increasingly difficult to prevent the unlawful copying of property images, trademarks, and branding.”
Reputable agencies and property owners typically ensure listings are published only on verified platforms and websites, display valid Fidelity Fund Certificate details and registration numbers, and encourage prospective tenants to verify banking details telephonically before making any payments. They implement “reverse verification” procedures whereby any change in banking details or suspicious communication is independently confirmed using verified contact information.
Turton added that prospective tenants are strongly advised to verify the identity of the agent or owner and avoid making payments without viewing the property and signing a formal agreement. The only upfront payment required is an administration fee payable upon submission of a rental application to cover credit and background checks. “Payments of the deposit and first month’s rent should ideally follow once a formal agreement has been signed.”
Tenants are encouraged to exercise reasonable caution in any transaction, particularly when dealing with parties or companies with whom they have no prior relationship. “While legislation provides important protections, due diligence, common sense, and careful verification remain essential components of personal protection.”
KPA Student Accommodation marketing director Alecia van Aswegen says students should never be required to pay any booking or viewing fee to see accommodation. “At our agency, viewings are completely free, and we encourage students to view the property in person to make an informed decision. We also provide a shuttle service to assist students in safely and conveniently viewing available rooms.”
She added that many students come from afar and cannot always attend viewings in person. “In these cases, we offer a free online application process and video viewing service.”
Aswegen warns that any request for payment before viewing or a contract being signed should be treated as a warning sign. “Most accommodation scams happen when students feel pressurised to secure housing quickly, especially at the beginning of the academic year. Scammers take advantage of this urgency.”
She urges students to also be on the lookout for fraudulent warning signs such as poor communication or pressure to pay, prices that are far cheaper than similar accommodation in the area, refusal to allow in-person or verified virtual viewings, or requesting payments in personal accounts that do not match the agency or landlord’s official details. She also warns against advertisements using limited photos or images copied from other listings.
Students should ensure they always view the property or arrange a virtual viewing, confirm who manages the property before making any payment, and never transfer money without a signed lease agreement. They should further request official invoices, keep proof of payment, and involve parents or guardians when reviewing contracts if unsure.
