Informal areas give the municipality hard times when they have to provide for services that are not part of the budget.

Mangaung Metropolitan Municipality spokesperson Qondile Khedama says the unplanned services like water and electricity have a negative effect on the budget, financial planning and audit results. Khedama says the human settlement strategy is to accommodate residents who cannot own an RDP and qualify for a home bank loan. He says the Brandwag Development is for people who earn
 R1 619 and R7500 per month.

“Areas like Vista Park where we will be giving people land so that they can build their own houses but if you look at Cecelia Park, you would find that the kind of structure that is going to be there is a mix market where there will be townhouses, flats and they will accommodate a number of people,” he says.

Khedama says it is part of a broad human settlement strategy that Mayor Thabo Manyoni is planning also at the airport node. He says accommodation allocations at Brandwag have already started and the community will be informed once the Cecelia Park is completed.
