Open ballot for no-confidence vote against Olly

The council of Mangaung Metro’s vote on the motion of no confidence against the executive mayor, Olly Mlamlelli, will be an open ballot.

This this is the decision taken by the Council Speaker, Mxolisi Siyonzana, after the EFF requested that it be a secret ballot.

The speaker responded in the following statement:

“A factor that is relevant to the Speakers decision-making in relation to democratically permissible voting procedure is that an individual member remains free to follow the dictates of personal conscience.

“The electoral is at times entitled to know how its representative carry out even some of their most sensitive obligations, such as passing a motion of no confidence. They are not supposed to always operate under the cover of secrecy.

“Consideration of transparency and openness sometimes demand a display of courage and the resoluteness to boldly advance the best interest of those they represent, no matter the consequences, including the risk of dismissal for non-compliance with the party’s instructions. These factors must also be reflected upon by the Speaker when considering whether voting is to be secret or open ballot.”

Siyonzana said that the vote will be added to the agenda of the ordinary council meeting currently taking place at the Bram Fisher Building.
