Bloemfontein learner elected as deputy secretary of the National RCL Executive Council

A grade 12 learner from St Bernard’s High School in Bloemfontein stood out at the third annual Learner Leadership Summit hosted in Johannesburg this past weekend.

Dikgabiso Seqhee was elected as the Deputy Secretary of the National Representative Council of Learners (RCL) Executive in the first-ever National RCL Executive election. This adds to her title as the Provincial RCL President.

Clayton Andries, an educator from Heatherdale Secondary School, was appointed as the Mangaung Metropolitan District Teacher Liaison Officer (TLO) in March. The pair have since formed a formidable leadership duo, with a commitment to strengthening learner representation and building inclusive school communities.

Andries said that Seqhee’s leadership is marked by her firm values, deep empathy, and a belief that no leader moves forward alone. She often emphasises her commitment to pulling others up with her.

“Leadership is not about being above others, but walking alongside those who help shape your path,” she expressed.

Andries added that her journey is a reflection of the efforts of dedicated educators like Miss Lehakwe Mpotane and himself, and the strength of the Mangaung Metropolitan Education District’s commitment to developing young leaders.

“She leads not just with authority, but with heart. Her ability to connect with others, while staying grounded in her values, makes her a standout figure in learner leadership today,” he said.

Over the past week, Seqhee joined the other nine members of the Provincial RCL Executive at the summit hosted by the Department of Basic Education in partnership with the Mr Price Foundation, Agape Youth Movement, and Old Mutual.

The summit also featured the G20 Junior Summit 2025, where provinces were selected to represent different countries. The Free State represented the United States of America and Mexico. Seqhee represented the USA and its president, Donald Trump, while another Free State learner, Erik Maya, who represented Mexico, received a gold medal for best country represented at the G20 Junior Summit 2025.
